The Land Transportation Office (LTO) issued on May 21, 2020 Republic Act No. 11235, also known as the Implementing Rules and Regulations (IRR) of the Motorcycle Crime Prevention Act. Accordingly, this law is intended to secure and safeguard its citizenry from crimes committed by the use of motorcycles.
Under Section 5 of RA 11235, the LTO shall issue a set of bigger, readable, and a color-coded number plate for every motorcycle, which shall consist of a metal number plate to be installed in the rear of the motorcycle, and a decal number plate to be displayed in its front.
The law likewise provides that the driver of a motorcycle without a number plate or a readable number plate shall be punished by prision correccional (6 months and 1 day – 6 years) or a fine of not less than P50,000 but not more than P100,000. A motorcycle driven without a number plate or a readable number plate shall be stopped, and such motorcycle shall be seized by law enforcers and surrendered within 24 hours to the Philippine National Police (PNP).
